VGCCC CEO Annette Kimmitt to Step Down in March 2025
Annette Kimmitt, the Chief Executive Officer of the Victorian Gambling and Casino Control Commission (VGCCC), has announced her resignation, citing family commitments as the primary reason for her decision.

- Reasons for Departure: She plans to focus on personal responsibilities, including welcoming her first grandchild and supporting her ageing mother.
- Achievements as CEO: Under Kimmitt’s leadership, the VGCCC imposed $260 million in fines and conducted 88 disciplinary actions in 2023.
Kimmitt, who began her tenure in March 2022, joined the VGCCC following the Crown Royal Commission. Reflecting on her time in the role, she said:
“I am really proud of what the organisation has done in three short years. We are now recognised as the nation’s strongest gambling regulator. We have really held the industry to account.”
The VGCCC under Kimmitt transitioned into a more robust regulatory body, implementing a risk-based, intelligence-led approach to overseeing the gambling sector. Her efforts earned widespread recognition for strengthening the organisation and holding the industry accountable.
VGCCC Chair Fran Thorn also commended Kimmitt’s contributions, stating:
“Annette’s leadership, drive, and laser-like focus were fundamental to transforming the VGCCC following the Crown Royal Commission and, by extension, the state’s gambling industry.”
Both Kimmitt and Thorn are set to leave the VGCCC, marking the end of a transformative era for the organisation.
While stepping back from full-time executive work, Kimmitt intends to remain active on private boards, continuing her professional involvement at a different capacity.
