NSW Gaming Reform: Independent Panel Recommends Cashless Technologies and Exclusion Measures

The Independent Panel for Gaming Reform has unveiled its Roadmap for Gaming Reform, outlining key recommendations aimed at reducing gambling harm, enhancing anti-money laundering measures, and modernising regulations for New South Wales (NSW). The report, based on 16 months of research and trials, offers practical steps for improving the state’s gaming industry.

  1. Adoption of Cashless Gaming
    The panel emphasised the need for cashless gaming technologies, highlighting their potential to reduce gambling-related harm and deter money laundering. Real-world trials conducted in NSW clubs and hotels demonstrated the systems’ ability to enhance consumer protections and generate critical data for regulatory improvements.
  2. Reduction in Gaming Machine Entitlements
    The roadmap suggests a reduction in gaming machine entitlements across NSW as part of broader harm minimisation efforts.
  3. Statewide Exclusion Register
    A proposed exclusion register would enable individuals to self-exclude from gaming venues. The panel also recommends exploring facial recognition technology to identify self-excluded patrons and improve compliance measures.
  4. Streamlined Regulations
    Simplifying existing regulatory frameworks is another key recommendation, aimed at reducing complexities for operators while maintaining strong protections for vulnerable individuals.

The recommendations stem from extensive consultations and trials overseen by the panel, chaired by Michael Foggo. Its membership included representatives from industry, law enforcement, harm minimisation advocates, cybersecurity specialists, and individuals with lived experience of gambling harm.

“This has been challenging and complex work, and I thank each of the panel’s 16 members for their time, expertise, and enthusiasm,” said Foggo, acknowledging the collaborative effort in formulating the roadmap.

The panel played a pivotal role in overseeing Liquor & Gaming NSW’s cashless gaming trials, which commenced in September 2023. These trials evaluated systems developed by major industry providers such as Aristocrat and IGT, assessing their ability to address key issues like session length, gambling harm, and data security.

The NSW government will now review the panel’s roadmap as it develops its strategy to modernise the state’s gaming regulations. The findings are expected to shape upcoming policy changes, ensuring a balanced approach to industry needs and harm minimisation.
