Uzbekistan to Introduce Licensed Online Gambling and Lotteries by 2025
Uzbekistan will officially allow licensed online gambling and lotteries starting January 1, 2025, following the approval of a new regulatory framework. The decision marks a significant shift in the nation’s approach to digital gaming activities.
The Uzbek Cabinet approved the framework on December 6, designating the National Agency for Prospective Projects (NAPP) as the primary licensing authority. Licenses will be valid for five years for operators engaged in online gambling, betting, and lottery services.
Strict Financial Requirements
To obtain a license, operators must meet rigorous financial and technical conditions:
- Online gambling and betting operators are required to maintain authorised capital of 56.25 billion soum ($4.4 million) and a reserve fund of 28.125 billion soum.
- Lottery operators face lower financial thresholds.
Technical and Regulatory Standards
New guidelines emphasize:
- Mandatory use of Uzbekistan’s national internet domain.
- Certification of gaming software.
- Comprehensive player identity verification.
To ensure regulatory oversight, the government will introduce a Unified State Register of Games and Players.
Participation Restrictions
The regulations strictly prohibit participation for individuals under 18 years of age and certain other groups. Betting on local events and youth sports is also entirely banned.
While online gambling is being regulated, physical gambling venues such as casinos and slot halls remain illegal, except for lottery ticket sales outlets.
Monitoring and Enforcement
NAPP will oversee compliance with the new rules. Operators—both local and foreign—failing to adhere to regulations face fines. To support enforcement, NAPP will collaborate with the Ministry of Internal Affairs, the Central Bank, and the Tax Committee. All necessary monitoring mechanisms and legal documentation will be implemented by January 1, 2025.
